I received this razor yesterday. This is one of the 3000 series Philips razors made in Indonesia as opposed to the Netherlands, where my Philishave S3552 razor was made. Let's get into it.
Features
This (and all other razors in this Indonesia-made 3000 series) has a 5D head system that allows the entire shaving head area to pivot. The Dutch-made 3000 series razors don't have this feature, and honestly, and I don't see the benefit of it, anyway. The head shave I got with both 3000 series razors was identical. Each of the three shaving heads has nine cutters for a total of 27. This is in stark contrast to my old Philishave HS555 razor that had 15 cutters per head. This razor (and all of the 3000 series, Indonesian and Dutch) features heads that are NOT Lift and Cut.
The lithium-ion battery has a 60-minute runtime from a 60-minute charge. You can charge it for five minutes for one shave if your battery is totally depleted.
This razor comes with a standard, crappy drawstring pouch to carry the razor in. Do yourself a favour and get a proper hard case for this. I ordered this one (I also have another of this same case and use it with my Philishave S3552):

You get a charging stand with the razor, as well, and you can either use it or plug the power cord directly into the razor (my preferred method of charging).
The body is rubber-coated to provide good grip if you use it in the shower, which I certainly will do once we get into summer and a dry shave won't be possible in my muggy, non-air conditioned house.
The head assembly is on a hinge that flips up when you press the button under the heads to reveal the hair chamber. Philips would have you believe that a water rinse is all you need to clean and maintain your razor. No. You still need to soak the shaving heads in rubbing alcohol once a month to remove whisker residue, shaving cream residue, etc. Even the hottest water you can handle won't remove that. To make it easy, you could do this after every second charge. Follow it up with a couple of drops of light machine oil, baby oil, or a spray of Ballistol or electric razor lubricant.
Overall Thoughts
The 3000 series is a good, basic budget line. There's absolutely nothing wrong with the shave you'll get from this, but the heads seemed to struggle through my head shave in certain spots as you'll see in the video I made. If you're looking into getting started with an electric razor, this would be a good place to begin.
